It just fuckin' figures. Axel, a aficionado of the female body (and the male body, for that matter) has been "gifted" with small tits. Roxas, who probably hasn't even seen a bare breast, has big ones. Well, biggER ones.

Alright, to be fair, this weird curse-thing that Vexen says will keep them female for a few days didn't change anything but their genders. And Axel is a skinny motherfucker, while Roxas still has soft, ticklish places almost pudgy with puppy fat. So it wouldn't make sense for him (her? No, Axel is still Axel, and Axel is a guy, tits or not) to have big tits, when he has almost no fat on his body to begin with.
