I go by word-of-mouth recs a lot, but also look at titles to see what catches my eye, and then at the jacket blurbs. I'm more likely to do this in the bookstore than at the library (at the library I'm more likely to search for a specific book, if it's fiction), because the bookstore is organized by genre and I'm not just randomly searching the whole store.
