not stretched it measures 13" to 12" across but it'll stretch 16" to 15" maybe a little more without distorting the print.

I'm not sure how accurate my calculations are but I came up with around $10 first class and $13 priority mail for international packages.

I'm just a tad too big for the stuff in your journal.

Yes it is very stretchy. It can fit me at 36" and 30"
