I would say that tabacco is addictive regardless of how you smoke it.

it is just as addictive through the hooka, but the smoke is much cooler than through a ciggarette or cigar, so you are getting higher concentrations of tobacco in your body but less of the skorching of your lungs/esophagus/mouth.
