So I was just contacted last night at 9:00 PM by a representative from Universal Energy trying to sell me their 'protected' rates. After I refused to give them any information they continued to be noisy and disruptive in the hallway with other units. Threatened to call security on them if they didn't leave soon

Go to Google and type in "Universal Energy" +scam and you'll get a whole ton of results, so you can see what other people have done.
Get a tape recorder and record the next conversation you have with them (not sure about the legality of recording conversations in Canada, though).
See if you can get the local TV station to do a story. Usually if a company is an obnoxious group of scammers, it's rotten to the core and the only way to get anything done about it is to bring their sleaziness to the attention of the media.
