More than anything, Cynthia is a bouncy, curious woman. She's extremely friendly and open, and is known especially to spend a lot of time with other girls (namely gym leaders and elite four members, especially in Unova). She's good at communication and has no issues making friends with either people or pokemon, and her extremely close nature to both makes her seem to be very open about herself. However, she has a tendency to keep secrets about herself. Including the location of her home, which she says is a secret the way a woman says her age is a secret. And despite her perky friendliness, she still has a very calm, collected, cool demeanor that's very valuable for a leader.
She's very gentle and mature when necessary, which is quite often as a Champion. She is able to step up to the plate and deal with things seriously and smartly. She can act quickly in a crisis without putting herself or her friends in unnecessary danger. She's got all the makings of a good leader, but the moment she's able to relax and just take care of herself, she's more than willing to indulge in more relaxed and chipper behavior. It could almost be called child-like, with her bright curiosity, giddy excitement, and a source of energy that only her sense of dignity seems to be reigning in. Despite her playful nature, she's very controlled and refined, especially in public.
Not to say she can't be a little eccentric. She has two dominating hobbies; pokemon, and mythology. She'll travel to all sorts of various regions in order to study and possibly encounter a legendary pokemon, and she admits that her house gets messy from all the research she has on the mythos of several regions all being piled up inside. Despite her messy home and occasionally "messy" behavior when she gets a little giddy, she's also very orderly and may be worthy of the label of 'perfectionist'. Her pokemon were either caught or bred with perfect IVs (meaning their inherent strength was at the maximum their species could have, at birth), indicating either dedicated capturing of very rare pokemon or very dedicated breeding in order to accomplish this. If it's worth doing, it's worth doing right, and nothing gets half-assed. When she battles, she battles fiercely and seriously, not getting lazy or making assumptions. She's very clever with her strategy and she's very ruthless in battle. But no matter how seriously she takes it, she's always able to enjoy it. The two emotions are never mutually exclusive to her.

Physically, aside from being in generally good shape and having the physical fitness to travel the landscape of Sinnoh, Cynthia has no powers or abilities beyond that of the average human being. And of course, she has the average weaknesses of a human being.
Her mental strength and willpower is where she is most talented. She has the strength and capacity to be a leader for her pokemon, a leader for some of the strongest and most talented pokemon trainers, and a teacher for newbies. She's skilled at pokemon breeding, training, and battling.
