This is very important; Seimei is a terrifying character. In the world of ʟᴏᴠᴇʟᴇss, characters like Seimei are called 'sᴀᴄʀɪғɪᴄᴇs'. The average sᴀᴄʀɪғɪᴄᴇ cannot fight without their partner, known as a ғɪɢʜᴛᴇʀ. And in most cases, it's the ғɪɢʜᴛᴇʀ that casts the Word Spell attacks.
Seimei is an exception to the rule. He can't engage the battle system for a full-fledged spell battle, but he is perfectly capable of using Word Spell to influence people. He's able to apply a pressure without speaking a single word, and the more he does speak, the more painful and unbearable it is to be around him. (The canon example can be read here.)
