The rules of the road DO apply to bicycle riders and such, so there's a good chance the cop may have called for some backup down the road.

Yes, even for a guy on a bicycle.

Ohh well more then that, name calling to a cop could lead to jail. I think that is the more serious charge here.
One thing to break traffic law. It is a step up level to insult an officer.. In this case failure of this guy to obey the direction of an officer of the law is not a wise move.

Then there is running from an officer of the law trying to carry out his duties. I think that is one more strike.

Then the original crime, running two traffic control devices.

However, in a case that got bumped all the way up to SCOTUS, flipping off a police officer is protected as speech. However, if the officer did catch him, I wouldn't be surprised if he got hauled away in the back of the police car, leaving the bicycle lying at the side of the road (where it would disappear within five minutes), assuming that it didn't get a little crinkled by another police car.

Maybe it's time for Madison to start Licensing bicycles for a nominal $23.00 Road Use Fee? The License Plate would make the bicycler identifiable.

They've tossed that bone out before, mainly to pay for the bike paths. But the bike lobby argues that they don't pollute like cars do, so that car owners must pay for the million dollar bike paths.
