I think drug use shouldn't be considered a crime.
I think occasional usage is totally acceptable (and a personal choice that shouldn't involve the government or your employer, etc.)

Can drug use completely destroy someone's life and their relationships? Yes.

Still don't think that's a crime. So, to me, that's a big 'root cause' of the problem. Not the only one, there are TONS, but a factor.
