Why is finding a chef at a restaurant that can actually cook that damn hard?

You and I both cook! It's not THAT hard! And if he already had the flour in the bottom of the sauce, it means it wouldn't have been that damn hard to spend a second or two whisking it so it was mixed and thickened properly. =\
