I'm certainly not saying that people with large breasts can't kick ass... They're just not very helpful in doing so (except as maybe a distraction). And can get in the way sometimes.
It's true that some of the men's costumes are equally impractical. I guess Superman's excuse would be that he's tougher than an actual human, and so wouldn't need body armor? Or something.
It's extreme gender norms for both sexes... It just looks more ridiculous when applied to female characters. Most superheroes are superheroes because they beat people up really well. Beating people up really well is part of how society defines "masculinity"... so for the men, it matches. For the women, however, the gender norms would dictate that they be passive and less violent... which conflicts with the whole typical superhero thing.
So gender norms say that women have to be sexy/sexily dressed, and also that they don't kick ass? Well then I think comic books do a pretty good job of not following the latter, and hterefor not just taking their cues from society.
If you want a superheroine that's going to stand up for any sort of feminist ideals, look elsewhere than DC. Just abandon that idea entirely, because you aren't going to hardly anyone that wasn't created originally as a love interest or sex symbol.
But who cares. It's a freaking comic book crime-fighter.

I think it's just fun to draw what our society has projected as the current idealized female body. I intended to make my version a lot different than she turned out, but I cna't say I'm not happy with the result.
