I don't actually know if it's a required thing (you'll have to ask Tenten, she read the entire Konoha Shinobi Handbook), but most of us learn because there are bodies of water in the forest (if you remember from the chuunin exam). Swimming isn't so hard, it just takes a bit of practice. And once you learn, it's not that scary anymore.

I don't know how accurate this is. Lee just learned how to swim a couple of years ago -- Gai-sensei basically just chucked him into a lake and watched to make sure he didn't drown.
Gai-sensei has his own set of rules for everything. *snort* That's a bad way to learn. No wonder Lee is the way he is, the lack of oxygen damaged his brain.
