Background: Here’s Hibari’s
Reborn Wikia article. I’m taking Hibari from the manga, not the anime, so disregard the parts about the Arcobaleno Trials Arc and Inheritance Succession Arc. He’ll be coming from the middle of the Inheritance Arc, right before the actual inheritance ceremony takes place.
Personality: Simply put, Hibari has a violent, aggressive temperament. If you do something that irritates him - and it’s pretty easy to rub him the wrong way - he won’t wait to hear your excuses: he’ll start off with a death threat (“I’ll bite you to death”) and probably end with a tonfa to your face. He’s justifiably confident in himself and his fighting skills, and he loves the thrill of a fight - but even more than that, he loves the feeling of a victory well-earned. To some extent, Hibari lives at a more primal level than most people: his main three emotional states are ‘apathetic,’ ‘irritated,’ and ‘I am so pissed off right now heads will roll if I have anything to do with it,’ with the occasional subsets of ‘bloodthirsty’ and ‘intrigued.’ He seems to lack much of the rest of the emotional spectrum, including feelings like embarrassment or fear. In that way, his mentality is almost comparable to that of a predatory animal’s.
When he knows what he wants (which is usually either to fight somebody who’s peaked his interest or to get people to leave him alone), then he’ll find a way to get it, not bothering to think of the consequences or the effects his decisions might have on other people. The word “empathy” doesn’t exist in his dictionary at all, and he doesn’t care about other peoples’ feelings or thoughts in the least. Things like charisma or good looks or intelligence have no effect on him whatsoever, as the only people he that he will grudgingly give his respect are people who are strong and aren’t afraid of fighting with others. In his eyes, anybody who doesn’t fit into that category is a mere “herbivore,” and thus not worthy of his time or thought.
As the leader of Namimori Middle School’s Disciplinary Committee, Hibari takes enforcement of the rules very, very seriously - but only Namimori’s rules, of course. His love for Namimori is a central force for him, and while he doesn’t care about people in the least, he does care about the school quite deeply. He’s very protective of Namimori, viewing it almost as if it was his territory. Though, ironically enough, while he is extremely diligent in enforcing the rules, he exempts himself from several of them - such as carrying weapons and violence on school grounds - to punish any rulebreakers, since the only punishment he believes in is beating up any people who violate school rules. Combined with a strong belief in order and discipline (and by “order and discipline”, what I really mean is that he has a “You’re going to do what I want whether you like it or not, because if you don’t, I will bite you to death” sort of mentality), Hibari is pretty much any rulebreaker’s worst nightmare, even though he’s really the biggest rulebreaker of them all.
The most frightening aspect to him, though, is that once he’s been challenged, he just doesn’t give up. Even if he’s standing on his last legs and losing seems inevitable, he can still muster up the will to keep on going as if he’s the one in control of the situation. For example, during the Kokuyo Arc, he was able to fight Mukuro despite the fact that he was so injured, he shouldn’t have been able to even stand anymore. According to Reborn, his body was fighting unconsciously for at least half of the battle. Later, when Mukuro possessed Hibari’s broken body, he commented, “This body can’t be used anymore. He could actually fight with this body. What a frightening man, Hibari Kyouya...” Losing is something that doesn’t come lightly for him, so he would have to be hard-pressed to admit defeat to anybody in any situation. In fact, one of his most notable trigger-points is Rokudo Mukuro, since Hibari lost to him and that is something he remains very bitter about. Several times, he’s been coerced into behaving by baiting him with a possible rematch with Mukuro, which just goes to show how much he hates to lose.
KHR! characters can often be described in terms of their flame type, so it’s not surprising that Hibari embodies many of the characteristics of the Cloud flame. He is a fiercely independent person that prefers to remain aloof of other people. He hates “mingling” and when people are “crowding” him, as he would put it, and he also dislikes “grouping” with others. While he does make subordinates out of people - the Disciplinary Committee, for example, are all extremely loyal to him - he doesn’t make friends or allies easily. To him, people mostly only get in his way, and he prefers to do everything by himself. At the same time, though, when somebody does him a favor (which is for him a rarity, since he would be hard-pressed to accept any help in most situations), he’ll be sure to return it, as he hates being beholden to others. On the surface, he doesn’t seem to care about others at all and isn’t very good at teamwork, but at the same time he’s been shown to be kind to his allies - in his own special Hibari way, of course. And while he’ll probably never be a great team player, he has learned to work with others when their goals coincide, although working with others is more like a means to an end than something that he actually wants to do.
But even Hibari has a strangely soft side to him: he gets along well with cute little animals. He’s often accompanied by a bird, aptly nicknamed Hibird, which he seems to have quite a fondness for. Hibird, at least, doesn’t seem to display any of Hibari’s violent tendencies and is a fluffy little thing that can mimic sounds and sing the Namimori School Anthem.
Abilities: First and foremost, Hibari is a very powerful fighter, and his primary weapon is a pair of
tonfa. He almost always has them on him, and even has them rigged with compartments that will release nasty surprises like this, among other things. Out of the Vongola Guardians, he’s said to be the strongest in a battle, and his skills really are quite extraordinary. He’s done all sorts of ridiculous things from catching knives out of the air to getting up after being injected with venom that can kill elephants, just to give two examples. And while he never shows up to his classes, he might as well be considered a genius when it comes to fighting: it took him only a few pages to figure out the trick behind an enemy’s attacks when it took another protagonist, Gokudera, a few chapters to do the same. You do not want to cross this guy, because he could probably beat up most people without thinking about it.
As a Vongola Guardian, Hibari is the owner of the Vongola Cloud Ring. Using his ring, he can release Dying Will Flames. His are
Cloud-type, which have the characteristic of propagation - basically, the ability to make things multiply or expand. The strength of the flames is determined by a person’s resolution, so it’s not particularly surprising Hibari’s flames are the strongest out of all of the Guardians (although in his case, his flames grow stronger as he gets more and more irritated). He can coat his tonfa in flames to make them more dangerous, and he’s also used them as a shield.
In the Future Arc, he increased his abilities even further when he received Box Weapons. Using his Vongola Ring and Dying Will Flames, he can summon
Cloud Hedgehogs to help him in battle. Their abilities include: • Being used as a projectile.
• Propagation: It can increase in size.
• Globe of Needles: The hedgehog forms a sphere that can enclose an enemy. It’s airtight, so unless the person inside can break out, he or she will eventually die of asphyxiation.
• Globe of Needles Reversed: By breaking the Box Weapon, it creates an inverse Globe of Needles that allows only people, and not Box Weapons, in order to trigger a physical fight. It’s also airtight, so the people inside will grow more and more weary as time goes on.
• When Hibari purposely injured himself by slicing his hand open on its quills, the shock caused the hedgehog to go on a rampage and propagate without control.
The 16-year-old Hibari has never used the Globe of Needles or its Reversed form, but I assume that he knows at least the first one.
His other Box Weapon is the Vongola Cloud Hedgehog (or as Hibari named it, Roll), which can copy itself many times over. Its true power, though, is its ability to transform into a weapon passed down to him from the first Cloud Guardian of the Vongola. In Hibari’s case, Roll turns into the Riccio di Nuvola, or Alaude’s Handcuffs, a pair of spiked handcuffs. Like the Cloud Hedgehogs, the handcuffs can propagate, multiplying itself many times. Using them, Hibari can completely immobilize his enemies.
As mentioned in the personality section, his most dangerous ‘ability’ is a purely innate one: once he’s provoked, he’ll keep on fighting until he’s so exhausted that he can’t physically make his body move anymore. Similarly, he also seems to have a high pain threshold. For example, in the Future Arc, he managed to take a blow to the head that allegedly should’ve been able to crack his skull open, but the only thing it managed to do to him was give him a nosebleed and piss him off.

Warnings: Hibari is like a sleeping predator; he's actually pretty collected about things until somebody hits one of his many rage buttons. (Then, he will bite your character to death with alarming calmness over the whole situation.) He is also a gigantic godmode who loves to fight, so yeah, he'll pick fights all over the place and leave piles of carnage behind without blinking twice. He's a real people person.
