I didn't save the .psd file but I tried to make something that looks the same. :)
I use Photoshop CS but this tutorial will probably also work with other programs.

From This to

Grab your base and resize/crop it down to a 100x100 icon.

Create a new adjustment Brightness/Contrast layer. (Image->Adjustments->Brightness/Contrast)
With the following values:
Brightness: +33
Contrast: +12

Set that layer to screen and change the opacity to 80%.

Create a new adjustment Color Balance layer. (Image->Adjustments->Color Balance)
Use the following values:
Color Levels: -37/-3/+6 set to midtones.

Now the icon looks really washed out.
Create a new adjustment Hue/Saturation layer. (Image->Adjustments->Hue/Saturation)
Use these values:
Hue: 0
Saturation: 44
Lightness: 0

The icon looks still to washed out,
so create a new layer and fill it with #d7d6d5 and set it to Color Burn and set it to 72%.

So we're done with the colouring but for an extra effect I add a dusty texture made by peoplemachines and set it to screen.

Final result:

Here was the original:

Looks pretty the same right?

I hope this was useful to anyone. :)
