It's this stuff called "Super Sculpey". It's a polymer-based clay that you can fire at really low temperatures in a home oven. Or with one of those little creme brulee torches if it's too big to fit. Once the stuff's set, it's got sort of a ceramic or porcelain feel to it, and you can sand it and carve at it even after the fact. It also takes paint really well, long as it's not oil based (had a bad episode with some oil based primer the other day, actually).
Super Sculpey is far superior to the pre-colored varieties. Those get all gooshey and horrible.
