I don't know why I get hit with just sudden thoughts of trying to find my other family. Spending time looking for my father online just wastes time. Moises Cabrera where the fuck are you? Are you dead? Then who's the rest of my family? I don't even know my grandparents names

When you type "Cabrera, Moises" in that, you get a pretty decent sized list of names and where they live. Sadly, no Moises, but you could still find him.
Do you know the name of the town he lives in? Ask your mom. Find out if it's any of the ones on the list, or if any are near. Ask if your mom knows the names of any of his relatives.
To call Saipan you first dial 011, then the country code, which I think is 670... then area code (if needed - from what I saw most are just 670), and the regular number.
