the Internet is falling!

Layer3 fell off the face of the world's routing tables earlier tonight and is just now coming back online. Approximately 1/3 of the internet was affected. Layer3 is so large that other tier 1 ISPs purchase traffic from them and they too were down. Ecuse me for being ignorant, but can you explain what Layer3 is, and how it works - or refer me to a good site.

Layer3 is one of the largest ISPs in the world. They provide service to other ISPs and route traffic around the country and between the continents. They are what is known as a Tier 1 provider. They sell connections anywhere from T1 lines (1.544 mb/s, or about the average cable/dsl connections) to OC192s and 10g circuits (both about 10 gb/s which is about 10,200 cable/dsl connections)
