Yukari Yakumo, the Youkai of Boundaries from Touhou.

Persona 4 was out in force, not so much 3. That Yukari is also a wonderful character, but it's not someone who will run screaming at a girl in an Aperture Science jumpsuit screaming "Cheeeeeeeeeeelll!"
