For this icon, I used a tutorial I really love, for making icons bright and colourful without using curves.

Created in PSE 4.0
1. Take this image of Dominic Purcell & Wentworth Miller of Prison Break.
2. Go to File -> New -> Blank File.
Create a square (icon) 100 x 100 pixels, resolution 72. Drag your image into that square.
Go to Image -> Transform -> Free Transform. Reduce width & height to 55%, 0% rotation.
Your result is this:
3. Duplicate base and set to Screen 100% opacity.
4. Go to Layer -> New Fill Layer -> Solid Color.
Fill layer with #53BBE1 and set to Saturation 60% opacity.
5. Fill layer with #042D4A and set to Exclusion 100% opacity.
6. Fill layer with #F5C88D and set to Multiply 100% opacity.
7. Fill layer with #FF99CC and set to Soft Light 100% opacity.
8. Fill layer with #66CC99 and set to Soft Light 100% opacity.
9. Fill layer with #2A88C4 and set to Color Burn 100% opacity.
10. Duplicate base and bring to top. Set to Screen 100% opacity.
11. Duplicate base and bring to top. Set to Soft Light 100% opacity.
Sharpen this layer (Filter -> Sharpen -> Sharpen).
12. I brightened up the icon a little more by:
Adjusting the RGB Levels (Layer -> New Adjustment Layer -> Levels): 7 ~ 1.15 ~ 255
Adjusting the Brightness/Contrast (Layer -> New Adjustment Layer -> Brightness/Contrast): +11 / 0
11. Take this tiny text brush by
fangirls_inc.
Invert it (Ctrl I).
Drag it onto your icon, and set to Screen 80% opacity.
Voila, we're done!
