It appears they updated the message. http://community.livejournal.com/lj_biz/ The quote you posted sounds scary, but the current message doesn't contain it. It sounds like they're just using standard web analytics stuff. Considering that most sites do this, they're actually being really upstanding by telling us about it, only hitting public pages (no friends locked ones), and offering an opt out.

Sometimes I wish they'd proofread stuff before they posted it on biz or news. It seems like nearly every public announcement is rewritten.
