The cops can't do anything unless she's willing to press charges. She has to say "Yes" when they ask her "Do you want to press charges?" or there is no crime.
You don't have to hit to be abusive. Simply being that... intimidating... is not healthy for a relationship. Plus this is before anything truly stressful has entered into your relationship. If he's hitting walls now, what will he do when the two of you are living on your own, the rent comes due, and you don't have enough money?
As for your sister, I'm afraid the only thing that you can do is be unsympathetic towards her. If your significant other hits you, you deserve sympathy. If he or she does it twice, then it's your own fault for letting them back.
