Because they should contain suger, for ibuprofen doesnt really taste well? ;)

Depending on the gel you need a substance to make the liquid the gel is based on less fluid. Gels based on water normally contain a gel making substance based on cellulose. And celluose has calories. Not munch, though. It's about the same as with salad.
