Hmmm...based on her behavior, it seems like she is someone's pet...I doubt feral cats would rush inside regardless of how cold it is.

Can you tell if they have one. I felt around her neck/back area and could not feel anything.

Not many neighbors left at the moment.

You need to take them to a vet or humane society to be scanned to see if they have a chip. I'm pretty sure you can't feel them. I'm always groping on my critters and they all have chips - I've never felt one.
