have a friend whose brother messed with his computer trying to make things "run" better.. this is the problem.. is there some obvious simple fix we are missing or should he take this in to get looked at

"Winsock" has to do with the internet connectivity. I'd suggest uninstalling and then reinstalling the network card as well as the associated stuff (tcp/ip), then rebooting, then reinstalling it. That may work.

The bit about the Admin account seems strange. It is possible there's a bunch of spyware and/or viruses and the like present.

What he may want to do is back up anything important to another drive (or external drive), then do a full reinstall of windows (and his applications). That way you know for sure what is there and that it is clean.
