Screw opening on Broadway-- he ought to open it in America in Vegas. They already know (and presumably love, although I find her voice too shrill, especially on the high notes) Sierra from the abbreviated version of the original, and they might be more willing to overlook a lack of substance, so long as it's a good show visually. And (excuse my uninformed impression but I've never been there) if TV hasn't lied to me and a great proportion of attendees at the big musical extravaganzas there really are lower-middle-class folks out for a vacation without the kids, they probably won't care about poor lyrics or a ridiculous plot the way a Broadway crowd might.
You know what? I think he made a real mistake (no duh haha) taking this further away from opera. Vaudeville is an art and I'm not sure he has the skill set needed to make it believable, or to at least persuade the audience to suspend their disbelief. Instead (if he was

I think you're onto something. PotO has a rather far-fetched plot, but it's so grand and melodramatic that it sweeps you away and makes it work. Again, there's a knack to pulling this off, one ALW obviously did have once, but for whatever reason doesn't here.

You've hit the nail on the head with your commentary on the "Devil Take the Hindmost" scene. This musical makes me strongly dislike all of the characters. There's just nothing likable about any of them. They're all so warped from their original roles or just plain annoying if they're a new character.
