Ghoti will be used to be with you, I think, even with the cats we never know. (As a lazy cat I am sure I would been, if I was Ghoti I would preffer stay at your home)
Here's an idea - although he'll hate it at first: have you tried putting him on a harness and taking him out *that* way.
I used to take Tigger out a lot on a small-dog harness and an extendo-leash, so he could roam pretty far, but *not* get away completely. The first couple of times, he was belly-to-the-ground-there's-something-on-my-back, but after that, even *he* (dumb as he is) figured out that putting that thing on means going OUT, and he learned to cope...
I have a cat who figured out how to get out of the harness by going to the limits of the lead, turning around and essentially somersaulting his way out of the thing. I watched him do it or I wouldn't have believed it myself. As it is, he's an indoor kitty who would really like to go out on the (enclosed) deck, thank you very much. I can tell spring is coming based on his crying at the door to the deck.
Muadib would push at the harness with her back feet and turn into a ninja pretzel. Occasionally she'd get stuck. I stopped trying to use a harness on her. Ghoti is now happily esconced in Marin county where he can sit in the middle of the street if he feels like it.
He really likes the little tent that I have for the girls--runs and plays in it. Attacks the feathers on a stick toy, and loves the ball in a donut-shaped ring thing. He just really wants to go outside, too.
He may actually have a home somewhere, where he's indoor out door.If I had him, to be on the safe side i would let him out and try to see where he goes.
He heads for the middle of the street, mostly. He was very thin when I picked him up--more so than simple young cat kind of thin. I'll give him another couple of days. He plays like crazy, and he's pretty relaxed most of the time. I also will likely take J's suggestion and try him on a halter and lead.
Yes. You're giving him the loving home he needs until he finds a permanent one. It breaks my heart to watch Buddy sit by the door and cry to go outside--he lived most of his life as an outdoor cat. No way we let either of them out now.

Ghoti is now happily esconced in Marin county where he can sit in the middle of the street if he feels like it.

When I first brought Princess home from the shelter she was constantly trying to get out - but one day she didn't want to anymore.
