I would almost certainly say 1960.
Unless you have heard it run, I will also go with bad crankshaft, too- the Pont au Mousson two bearing engine was notorious and this is an early four cylinder car. Quite early.

Thanks for the information--I'll pass it on to my friend. He was really hoping for an earlier, Hemi car, as he wants to hotrod it. He'll likely still purchase it, but for restoration and resale instead of for fun.
