I'm a big fan of Canon, myself. Looking at Amazon, you could get one in the Digital Elph line with 7-8 MP and 3x optical zoom for $170, or 4x zoom for less than $250. I love the Digital Elphs because they're very small and light, and I'm much likelier to carry a camera around if it's not bulky or heavy. The lower-end Powershots are a little bulkier because they use AA or AAA (I'm not sure) batteries, but you can get more zoom for less money.
I recently got a Canon A590 and have been quite happy with it-- lots of control if you want it, but also very automatic if you don't; small size (although not quite to the Elph degree), expandable, and pretty good picture quality (check out my PennRen photos on Facebook-- I can give you originals in their huge-size if you like). And I'm very fond of the image-stabilizing lens. There are, of course, websites that review cameras that were rather useful for me.

I have one of the Canon Powershot line. I can't remember mine's model number but it looks like this type of body. I think that body comes with varying specs, so you can probably choose one with better or worse resolution and more or fewer nifty features.
It's a wonderful camera, takes great pictures, and has lasted me 5 or 6 years now, I think. I've managed to damage the body via a hard drop but the camera still functions perfectly. I've used it in Washington rain, salt air, and the harshly contrasting temperatures of an early spring overnight in the high desert. You can customize the heckout of it, even (in some settings) deciding just how much juice you want to give the flash. I can send you some sample pictures, if you like.
I can't say anything about the digital elphs. I'm sure they're also good, but I've never personally used one. Canon seems to have done that unprofitable yet admirable thing of selling me a good enough camera that I feel no need to upgrade.
This is the camera I have, and I absolutely love it. It has a 3" screen, and it's been dropped down a concrete hill and been in a lake, and it still works great!!
