Photoshop - HELP!

So Photoshop... how do I know which one to buy? There seems to be a lot of photo editing software programs so I'm confused as hell right now trying to pick something without any knowledge about it :3
Things I can choose from:

Photoshop Elements is like an abbreviated form of Photoshop; you get most of the tools, but not all of the features. CS5 is the newest, so that might be the best choice. If money is something of an issue, try to find a copy of CS4; the differences between that and CS5 are relatively small.

The middle choice, ADOBE PHOTOSHOP EXT CS5 WIN ENG DVD UPG FR. PS CS2/CS3/CS4, is an upgrade; I don't think it's the actual program.
