From this picture it looks much more like a tightly fitted sleeve is under the white.  One of those moments where you wish you could zip back in time, say, "excuse me, can I look at your sleeves" and zip back.  *sigh*

I dunno, I'd do a whole lot of other things, rather than look at someone's sleeve.

But I will say that it looks like jewellry to me (and it matches the necklace, which is worn on the outside).

given that it's jeweled like the belt and hair decorations are, i'd guess and say it's more likely a piece of jewelry, some sort of cuff, over the white dress.
