My Street is blocked
There is any empty lot on our street (I didn't think it was big enough for a house) that some excavation complany is working on right now, so either someone's getting an in the ground pool or they are building a new house

Next time you can't get through, stop the car. Give them a minute or so to notice you waiting there. If they don't move the truck/cones, honk at them.
After having to drop what they're doing four or five times to move a cone for you, they might get a clue and make sure you can pass.
