that sounds awful! the poor pooch! you should call one of those animal abuse/neglect hotlines and have them take that dog away from them, that's just wrong. :o(
Dogs are social creatures, and tying one outside like that is like isolation torture. The humane society needs to take the dog before something happens to it. That breaks my heart.
PS: I realize I never responded to your comment in a post of mine from a couple months ago. I kept pouring over a comment back and each time I erased it because I guess I just don't know what to say. I can't agree or disagree with you cause I'm still her, and always have been. I guess, if it's any consolation, at least you know what you want now. I think that's very important.
We had some upstairs neighbors where we used to live that would lock the dog in the bedroom above mine and leave the window open. It would bark constantly and I am sure that that room was ruined since they hardly ever let the dog out. We called the cops through the non emergency number, reporting anonymously, and they left them a couple of tickets because of the dog. We called for other reasons too and the cops had to contact the association we lived in because if nothing was done then the association would get fined. I would call animal control and tell them the situation and get the dog taken to a good home.
