There is always an excuse, because such a thing cannot always be helped, by anyone. There can be no JUSTIFICATION; there's a difference. Nothing can be excused AND justified, as justification involves moral reasoning while excuses explain why a situation couldn't be helped. Either constitutes as a "reason".
