It is both positive support and sexism. To be blunt, I think you're conflicted because your idea that women and minorities should get support because they are women and minorities is in direct conflict with your idea that one should be evaluated on the basis of merit, not sex or race. You can have either one or the other, but you can't have both: you can receive positive support on the basis of your gender, or you can receive support based only on the quality of your work, but the two are mutually exclusive.

That said, I wouldn't worry about this being sexism on John's part. I know that you are an excellent scientist, and I expect that John values you as just that. He didn't write the rules that he has to play by, so don't look too deeply into hidden motivations. He's just giving the funding agencies what they want to hear.

I agree with this comment. You gotta choose your battle. Yes, ideally, it should not matter.
