Honestly, I think it's a good idea to lunge a young/green horse of any breed before getting on them. It shakes out the built up energy, and puts their mind in the right frame for work. I don't think it teaches them to be hot in the start.. it just makes sure they understand they're here to work, not play, and lets them have a chance to get the hijinks worked out before you get on them. *laughs* Which is good... my days of enjoying the hopping and sidestepping are well and truly over. :P
When I was lunging my pony before hooking him to the cart, he always got really excited on the line and liked to canter and run. So, I quit lunging him before driving and he settled down and wasn't all hot to go. He now behaves really well when I put him to the cart without lunging first. He was 5 when I started the driving training so was always ready to go. He's 11 now and is a sweetheart under harness. I don't know if age or "hotness" has anything to do with it though. It could, I had a "hot" Peruvian mare and never could get her to settle and had to sell her since I couldn't handle her under saddle. She is better as a brood mare.
