Britain. Space. Incomprehension.

In a BBC article on whether or not Britain should have a single department dedicated to space and controlling the £250million we spend annually on it I found the following sentence:

"The arrangement is supposed to ensure that limited space funding chases "need" and "value". "

Gah, I am usually good at de-coding management speak, and I'm not really sure. The language in the article as a whole is pretty dire - it reads like it was hastily put together with only a badly-worded press release to go on.

I think it is trying t say that, instead of groups who are doing valuable or necessary work around space having to jump through lots of hoops to get money, it goes directly to them. Although the rest of the article suggests that isn't happening at the moment, so I'm pretty confused...
