Why are there so many different frequencies used between carriers? Why are there so many standards across countries

I have an HTC Hero on Sprint and, working in the lab surrounded by pneumatic tubes and old wiring and all that...I can't get a signal...AT ALL. Like, my phone searches so hard for a signal, if I don't put it in airplane mode at work the batteries goes from full to dead in about a half hour.

I've been keeping around my old G1 so that I have an extra phone to use overseas. It's slow, but it's enough to get me email and GPS in a pinch.

I just wish that Virgin Mobile had better phones, it's CDMA but I've got an unlocked phone for overseas now. I'm tired of paying $70 for my phone.
