I am just so tired of these speeches from Jane that say we are just not getting enough work in and the money isn't coming in so we are going to have to tighten up and just deal with

Exactly! When I came into work and asked about it they acted like it wasn't a big deal either. Amy finally offered to reimburse me if I needed it, but there was no apology or anything.
