Ok, you were right about molotov, the defense secretary.
But... the communists in spain made the molotov (then it had no name) to combat against the tanks that the better equipped non-communists had. Too bad the molotov didn't save them from getting beat. The only way I know this is my dad was good friends with someone who was fighting for the communists during the civil war in spain.

Russia actually got stole the method from revolting finland. they used the cocktails to take out the T26 tanks the former U.S.S.R. was using to storm them.
molotov was not named molotov, but then changed his name. and then advised all comissars to learn the method.
