And have you and your people been doing anything to enforce those rules?

Thus far, none of the vampires came out control, except when they were affected by Gluttony in a curse day. I have been providing transfusion blood to plenty of them to avoid a fruitless confrontation. Destroying them here would be fairly pointless.
