Maybe...you should consider putting a suggestion box at the front of your building so Citizens can punch that in future!

That doesn't make it any better.

What else is there to it? I doubt you've got any excuse good enough, but if you're going to punish people for something they haven't done, you could at least explain yourself properly.

If such an act is carried out against those responsible for the maintenance of the City, then the situation is not unlike the response of a government after a particularly unusual or heinous crime: the one responsible for the crime is punished and, often, a new law is put in place which will (and I want you to pay attention to this part) affect the whole of society. A rule forbidding an act or forbidding an implement or forbidding some significant element of the crime committed, which the whole of the society in which the crime was committed must follow, is little different from a punishment in certain regards (or as it is regarded by certain members of that society). If you want an example, I believe something akin to this was carried out in the town of Tombstone--Arizona, I do believe--somewhere around the 1800s. Look it up sometime.
