Snitch rule on teen sex barred

WICHITA, KANSAS -- In a victory for an abortion rights group, a federal judge ruled Tuesday that abortion clinic doctors and other professionals are not required under Kansas law to report underage sex between consenting youths.

The ruling by U.S. District Judge J. Thomas Marten was a setback for Kansas Atty. Gen. Phill Kline, an abortion foe.

Kline argued that a 1982 Kansas law requiring notification of potential child abuse also applied to consensual sex between minors. He claimed the law applied to abortion clinics, teachers and health professionals.

The Center for Reproductive Rights challenged his interpretation, and the judge sided with the organization.

Kline said the decision was "not unexpected." He said he had not decided on an appeal.

In other news, Scott McClellan announced his resignation today. The Tribune is calling this an attempt by the Bush administration to reshape its image before the midterm elections roll around...but really, for all of my dislike of the current administration, I sort of feel sorry for Scott McClellan. He's a mouthpiece, not a policy-maker, and every day he's the one in the thick of it all. He was a trooper.
