I've just finished The Stone Mage and the Sea by Sean Williams and enjoyed it a fair bit. It's the first in a trilogy (I think?) called The Change. Sean Williams is an Australian and the book seems to be quasi-independently published, so I'm not sure how readily available this series will be at home, but if you can find

Unfortunately, it doesn't appear to be available in the States; I checked up his website and all of the books in that particular series are out. He's been a pretty prolific writer for someone whose first book was published mid to late 90's. Too bad they don't appear to have made it beyond Australia.
