So what I need is a polite way to ask my officemate to please stop making so many random noises. About once every two minutes he feels the need to make some sort of loud noise, like a grunt or a moan or some other expression of frustration, or rapping his fingers or grumbling or muttering to himself, except these noises are not really to himself,

That might work. Alternately, if you don't want to confront and just want to block the sound out, I suppose you could put on headphones? Sounds like you have a drippy faucet in your office!
