I suspect the owner did it to piss of a neighbor.

Since it looks like an intown area, where there are no wretched homeowners associations, somebody next door probably said something about one or two, which got back to the owner. Now, to make a point, the owner has installed a whole flock to infuriate the whiner. I can't say I blame him or her.
