billdesk scamsters?

I recently had to make an urgent journey - so I booked tickets by 2 different trains - when the waiting list did not clear, I also booked tatkal. 3 or 4 of the bookings ended in failed transaction - billdesk deducted the money from my bank account - but did not credit it to the railways. I paid my broadband bill through netbanking that goes through "Billdesk" - funds were debited from my account, the transaction failed and my ISP didn't get the money. I called Billdesk customer care, they blindly ask me to email some support address and wait for their response. My question too is why the hell do they take too long to refund failed transactions, I can understand the delay for a cancelled ticket for instance, but for this I guess there is a big scam going on in the background! :-S
