I could never wrap my head around the concept of hourly billing. It is a strange western thingie that is totally unsuitable to our culture. Possible it is realistic in the sense of purely mechanical work - like ploughing a field or writing php code - one can predict exactly how much can be done per hour and bill accordingly. Maybe if php code was so predictable then it would be better to stick to it as you can get a metric of it. Just because you work with python or soemthing, there is no need to degrade another language as each language has its own advantages and disadvantages. Maybe you need to grow up.

a recent customer wanted quote on hour then kept re-insisting that some week it will be the estimated & some week it may not be, but some week that are hectic will compensate some week that may not be.

practically, waiting for feedback is one important thing in software development, unless you are into multiple projects that keeps paying you, while you are waiting for others to respond (or levy some waiting charges), this system will be unfair.
