Well hypothetically Scipio could ride the merry-go-round and return to his age, but in the book as well as the movie, the merry-go-round broke after Barbarossa rode it. So I guess it was broken beyond repair?

Which is why Scipio is stuck as an adult. Or so we are led to believe.
