With that volume, the checking is going to have to be outsourced. I suggest getting the users to do it. "@username has just tweeted 'xyzzy'. Publish?". I can't see any problems whatsoever with that.

How much would it cost to outsource? How many people would Twitter need to employ for such a large volume of tweets?

I don't think many would have the time or the inclination to censor their own Twitter feed either.

That's why I'm suggesting the completely-foolproof-and-couldn't-possiblly-go-wrong-in-any-way-whatsoever method of getting twitter users, who are all bias-free, intelligent, and capable of understanding any language and context thrown at them, to do it. Can't fail.
