"If I had a damn gun I'd shoot those things." sounds like killing to me, but anywhom, it was a figure of speach, don't get all upset.
Their dogs, it's only natural for them to dig around and try to get into garbage, and yes, it does tend to lead to knocking over garbage bins etc..
